Recently, Huaneng Changjiang Lijing (Xiamen) New Energy Technology Co., Ltd. (hereinafter referred to as "Huaneng Changjiang Lijing"), a state-owned enterprise focusing on the maintenance and operation of power and energy storage batteries, secondary utilization, and disassembly and crushing, settled in Jimei and signed a strategic cooperation framework agreement with Jimei District.

Currently, Jimei District is accelerating the layout of the new energy commercial vehicle, new energy and systems, and other "five creations and five beautifications" industries based on Xiamen’s "4+4+6" modern industrial system, focusing on high-quality development and providing vast space and a high-quality business environment for the new energy industry. The establishment of Huaneng Changjiang Lijing will further support Jimei and Xiamen’s efforts to "strengthen the supply chain" and promote the recycling of new energy power batteries, contributing to a green economy and sustainable development.

Central-Local Cooperation to Create "Battery Hospital + Battery Bank"

A signing ceremony for the strategic cooperation framework agreement between Jimei District Government and Huaneng Changjiang Lijing was recently held in Jimei. According to the agreement, both parties will engage in comprehensive, wide-ranging, deep, and diverse strategic cooperation in a market-oriented manner to promote mutual benefits and common development.

As a model of central-local cooperation and strong collaboration, Huaneng Changjiang Lijing is backed by a powerful central state-owned enterprise and local specialized and innovative companies. Huaneng Changjiang Lijing was jointly funded by Huaneng Carbon Asset Management Co., Ltd. and Xiamen Lijing New Energy Technology Co., Ltd., with the former holding the majority of shares.

It is reported that Huaneng Changjiang Environmental Technology Co., Ltd. is the only technology and environmental protection-focused platform company under China Huaneng Group, and Huaneng Carbon Asset Management Co., Ltd. is a subsidiary. Huaneng Changjiang Lijing is the only business unit under China Huaneng Group engaged in the full lifecycle services for power and energy storage batteries. Xiamen Lijing New Energy Technology Co., Ltd. is a national high-tech enterprise specializing in power battery maintenance and operation, secondary utilization, and disassembly, and has been recognized as an innovative SME and a specialized and innovative small enterprise in Xiamen.

With the concept of creating a "Battery Hospital + Battery Bank," Huaneng Changjiang Lijing will actively expand the market for power and energy storage battery operation and maintenance, as well as secondary recycling. The company expects to achieve over 1 billion RMB in revenue within the next three years.

Government-Enterprise Partnership to Drive Industrial Clusters

Jimei District has stated that it will vigorously support Huaneng Changjiang Lijing’s business in the field of new energy power battery recycling, providing an excellent business environment and rich application scenarios. Jimei will also assist the company in strengthening cooperation with local enterprises in the fields of complete vehicle and component manufacturing, new energy storage, and other industries to explore the "second growth curve" of the power battery and energy storage industries.

The company has expressed its intention to leverage Jimei District’s policy support and resource advantages, actively utilize its industrial, technological, and investment strengths in the waste battery recycling sector, and explore cooperation opportunities with upstream and downstream companies in power battery production, vehicle manufacturing, energy storage, and other related sectors in Jimei and Xiamen. This will help build a more comprehensive waste battery recycling system and promote the resource utilization of power batteries.

It is also reported that the two parties plan to jointly establish a green energy industrial park, set up a low-carbon environmental protection technology innovation fund, and engage in environmental governance businesses to further support the development of Xiamen’s new energy industry.
