MIIT has just released a new update! Further strengthening the industry standards for the comprehensive utilization of end-of-life power batteries for new energy vehicles!

On December 23, the Ministry of Industry and Information Technology (MIIT) announced that in order to enhance the management of the comprehensive utilization of end-of-life power batteries for new energy vehicles and improve the level of battery recycling, the MIIT has revised the "Industry Standards for the Comprehensive Utilization of End-of-Life Power Batteries for New Energy Vehicles (2019 Edition)" and formed the "Industry Standards for the Comprehensive Utilization of End-of-Life Power Batteries for New Energy Vehicles (2024 Edition)," which is now being officially announced. The "Industry Standards for the Comprehensive Utilization of End-of-Life Power Batteries for New Energy Vehicles (2019 Edition)" and the "Interim Measures for the Management of the Announcement of Industry Standards for the Comprehensive Utilization of End-of-Life Power Batteries for New Energy Vehicles (2019 Edition)" (MIIT Announcement No. 59 of 2019) are simultaneously abolished.

The announcement also emphasizes the active development of recycling technologies, equipment, and processes for key components such as cathode and anode materials, separators, and electrolytes. It aims to improve the recycling level of end-of-life power batteries, ensuring the effective extraction and recovery of key valuable metals through processes like smelting or material restoration. Specifically, the recovery rate of electrode powder after crushing and separation should not be less than 98%, with aluminum impurity content below 1.5% and copper impurity content below 1.5%. In the smelting process, the lithium recovery rate should be no less than 90%, while the recovery rate for nickel, cobalt, and manganese should be no less than 98%. The overall energy consumption per unit of lithium carbonate production should be lower than 2200 kg of standard coal per ton. For processes using material restoration, the sum of recovered material quality should account for no less than 99% of the total target material quality originally contained in the power battery. The recycling rate of process wastewater should reach over 90%.
